Paul-Andre Baran is the Consultant for the Technology and Innovation Priority of the Romanian-American Foundation, contributing to the strategic planning and coordination of programs in this field. He studied political science at San Francisco State University and has 20 years of experience in developing democracy programs on four continents. He was, over the course of six years, the Program Director for Biblionet, a $ 26.9 million program funded by the Bill & Melinda Gates Foundation, which provided free access to computers and the Internet through public libraries. As a result of the widespread impact of the Biblionet program, he was named the Digital Champion of Romania at the European Commission.
